Abstract:
This presentation gives an overview of the development and testing of a custom centralized plant controller for actual two unit combined heat power (CHP) plant in Estonia using RTDS real-time simulator. The presentation will cover different project stages starting from general overview of the project and special Grid Code and utility requirements for the plant regulation and system support. This is followed by an overview of the development of the control system prototype in PSCAD software and grid interaction study to avoid control interaction with other nearby power plant. Presentation will also cover the creation of a detailed power plant model in RSCAD software and model verification, RSCAD model development with writing the control system code for the actual RTU unit (SAE IT-systems Net-line FW-50) used in the power plant, and development and testing of IEC 60870−5−104 protocol based communications system model using RTDS GTNETx2 card with 104 protocol and actual RTU unit. Overview and technical aspects of final commissioning and system tests will be given and presentation will be concluded with experiences learned from the project and overview how RTDS real-time simulator was crucial element in the project in order to guarantee most technically reliable and economically viable solution.
